I have a couple concerns, why didn't he go up to him to put the handcuffs on forcefully, and where was the search warrant that gave him permission to search the car? He didn't even ask the passenger.
Well....
..the use of the Taser seems unnecessary in this scene since the driver never showed any physical threat to the officer, but in some states refusing to sign a traffic citation is resisting arrest without violence and the driver can be arrested. So if the driver was arrested then the officer has legal authority to search the vehicle without asking for consent. The Taser seems excessive, though.

And in Utah, it's up to the officer whether or not he wants to arrest you. The ticket would have still been valid had Jarred Massey not signed it. These people are supposed to be professionals, not hot headed trigger happy jerks -- no matter how sniveling or annoying the driver is. What is if Mr. Massey had fallen into traffic after being tasered? I mean, yeah, it's so worth it to use potentially lethal force. Every time I rehash this subject, I get mad all over again.
The only state job this officer is qualified to have is that of a toll booth worker.
Taser Incident
I agree that this officer should not be working in law enforcement as from this vedio the one with issues is him , not the driver. the red pickup that went by almost hit the suspect! was the ticket not being signed worth this persons life. I don't think so... Thank God that we still have Good officers still in the field who are professionals and mature.

why didn't he go up to him to put the handcuffs on forcefully? Because the taser is there exactly for that reason, to avoid forceful or physical confrontations. The officer shouldn't have to fight someone just because subjects don't want to follow lawful commands.
where was the search warrant that gave him permission to search the car? You don't need a search warrant to search a car when you arrest the driver/owner, or occupant for that matter. That is pretty much common knowledge. Nor does the officer have to read you your rights when you are arrested like this idiot was demanding. You basically only need to read Miranda if you are going to ask questions that could incriminate the arrestee. Even then you don't have to, but nothing the suspect says could be used against him in court otherwise.
I'll admit, this officer could have been more compassionate or understanding, more patient with the guy, but on the road is not the time to argue a ticket or try your case. If the officer is insistant on giving you a ticket, you need to sign it. You can contest it in court, but if you don't sign, you get arrested. Thats the way it works. When the officer tells you you are under arrest and to put your hands behind your back, you do it, or you are subject to whatever force is necesary to place you under arrest. Most departments allow the use of the taser to avoid having to go "hands on" with a subject who is not complying.
Protocol
I am in agreement with this tase. I do not care who you are, if an officer asks you to stop, you stop. If he says you are under arrest, you are under arrest. Stop this nonsense of thinking you are allowed to disrespect and disobey the commands of an officer. They have protocol to follow and if that is violated, you are released, apologized to, and typically you will then have grounds to raise taxes by suing the agency for a load of money with no notation on your record. These officers work incredibly hard to ensure people's safety. They deserve your respect. Signing the box on a ticket does not obligate you to anything as it is NOT an admission of guilt. It is merely an agreement saying you have received the citation. If they guy would have shut his mouth and taken the ticket in the first place, he would be able to look directly on the ticket and see exactly what it was he wanted to know. And remember the posted speed limit sign with the bright caution flags... the officer stopped in front of it and it is clearly visible. Do not whine that he couldn't have seen it.
